Management courses for executives in the construction industry were introduced in 1963 and were subsequently stimulated by the government's Industry Training Levy. The ICE now requires training in management subjects for the first time under the new Chilver regulations, where graduates are required to pursue off-the-job training prior to *E1 and between PEI and PE2. Employers have an obligation, therefore, to expose graduate engineers under training to management subjects. The development of engineers as managers is a continuous process from the time they leave university, and it is the duty of each member to seek the career progression which satisfies them most.
