Paper 2. A municipal view

SYNOPSIS. Management in local government is receiving increased attention. This paper identifies some of the particular management needs required by a municipal employer, it discussions the unique problems facing a manager in a political environment with pressure from the public who increasingly demand an input into the decision making process. The paper discusses value from money, the need for change and ideas on the organisational style necessary to respond to these requirements and the way in which managers should be trained, developed and encouraged to get the job done.

There are many aspects of management associated with civil engineering work that are common and there are many needs which are common for all employers in the industry. This paper endeavours to give an employers view of the specific needs of a public local authority.
