Throughout this course you will hear a pretty well endless list of hazards and risks associated with tunnelling and underground construction operations. But in joining in any discussion on hazards and risks in tunnelling, you have to be careful to define what you are talking about, and in the terms of my contribution to this course the hazards and risks that concern me are to the safety and health of people either directly at work or who may be affected by the work activities. Having said that, it is often not possible to divorce the consideration of 'people-safety' issues from the consideration of other 'risks' which some persons consider of equal importance.
