On the basis of all the forecasts published at the end of the 1960's, an additional transport volume was to be expected for both passenger and freight services. A distribution to the various modes of transport - sensible from a national economic point of view - was to be guaranteed by means of a "Federal Transport Routes Programme issued by the German Federal Government for rail, road, inland waterways and air traffic".

The various ideas of Deutsche Bundesbahn with regard to improving its infrastructure were largely taken into consideration for the first time in the Federal Transport Routes Plan, 1st stage (1973) .
