First page of An Analysis of The Relationship Between Superintendent Turnover and District Performance

This chapter examined whether superintendent turnover is associated with differences in district performance, as assessed by accountability ratings. It did so in two ways: first by measuring whether turnover occurred between 2014 and 2018 and, second, in magnitude—whether the number of leadership changes predicted differences in district performance. Data represented all school districts in Colorado. Results from difference-in-differences analysis indicated no difference in DPF scores based on the first measure of turnover, but results from OLS regression with first differencing indicated districts that experienced more leadership changes saw lower DPF scores.
