Using historical ethnography methodology, this chapter presents a detailed analysis of governmental measures and outcomes in the introduction of cotton technology and crop improvement by Shanxi provincial government by citing a large amount of original historical data and explains the policy support for cotton industry expansion and technological progress in Shanxi Province during the period 1911-1945 ROC government period.
