This chapter explores two possible and desirable avenues of evolution in the vocational training sector in France, through normative convergence and articulation of norms:

  • • The first is in a systemic plan apprehending a long time, which would make it possible to reconcile the life course of an employee.

  • • The second is in a more operational level based on an engineering recombination articulating “human capital” and economic capital.

The coherence of the life-course could be improved by converging the professions of skills operators (OPCO) and social protection groups (SPG) by imagining the creation of groups operating on the life-course (GLC).

Then it is a matter of designing a Region/OPCO experiment aimed at exploring the simultaneous unification of economic and “human capital”.
