First page of Legislation, Pedagogy, and Multi-Tiered Systems of Support

The purpose of this chapter is to discuss how the public educational system in the United States can help provide quality instruction to students who are specifically English learners (ELs) with disabilities (ELWD). Other chapters in this book have covered the assessment of ELs and general information about ELs. Therefore, this chapter will focus specifically on special education law, pedagogy, and the Multi-Tiered Systems of Support (MTSS) model to help ensure the ELWD have access to a free appropriate public education. As a result, students who are ELWD can access and learn in the Tier I instructional setting within the general education classroom (see Figure 4.1).
