The previous chapter chronicled how structured immersion (SI) evolved into structured English immersion (SEI1) from 1983 to 1997 and beyond. The history of this program in the research base was examined, and this history was compared to what is mandated in Proposition 227, Proposition 203, and Question 2. In essence, SEI was a relatively newly coined term at the time of the passage of Proposition 227, Proposition 203, and Question 2.Districts across the state of California and the country were familiar with English language development (ELD) and sheltered instruction, or specially designed academic instruction in English (SDAIE), but what was SEI? Given the sparse history of SEI programs, how did school districts across the state implement the newly mandated program? This chapter focuses on the answers to these questions.
