First page of ICTs In Tertiary Education<subtitle>A Case Study from Ghana</subtitle>

Technological advancements, global telecommunication, and automation have greatly contributed to economic growth in the world over the past fifteen years, but not all parts of the world profited equally from the benefits of the information age. While rich industrialized countries and several countries in transition have attained high economic growth figures, the advantages of the information era have been significantly less for developing countries, which generally lack favorable conditions for deployment of new technologies. This difference in access to information and communication technologies (ICTs) between developed and developing countries is usually referred to as the digital divide (e.g., Davison, Harris, Vogel, & De Vreede, 1999; Potter, Binns, Elliott, & Smith, 1999).
