Staff governance in higher education is the concept by which institutions are formally organized and managed, and governance for postsecondary education predominantly refers to the internal structure, organization and management of independent institutions (Altbach, 2005). The governance and coordination of colleges and universities differs greatly by public and private control, type of institution, and state (Zusman, 2005), yet virtually all governance systems work to include the voices and interests of all constituents on campus. And as higher education institutions and their systems have worked to be inclusive in decision-making, little attention or effort has been directed at assuring multicultural representation.
