The growth of emerging economies, when accompanied by the development of their population and industries, stands to make significant contributions to international efforts that are geared toward tackling climate change. However, such efforts have to cope with difficulties in several emerging markets like inadequate infrastructure, limited funding, and governance issues. This chapter used case studies to focus on the risk-mitigation strategies of three southern Indian states (Maharashtra, Tamil Nadu, and Karnataka) for achieving development goals amid the pressing need for climate action plans. Further, a comparative analysis was also conducted for these three state-level climate initiatives – Maharashtra State Action Plan on Climate Change (MSAPCC), Tamil Nadu State Action Plan on Climate Change (TNSAPCC), and Karnataka State Action Plan on Climate Change (KSAPCC). While much progress has been made, challenges such as funding limits, data shortages, and intersectoral collaboration remain to be overcome for climate action plans to be a success. However, these state-level action plans serve as an important example of how methods for climate change mitigation and adaptation can be incorporated into regional development processes. The practical implications are wide-reaching and are useful for governments and communities in addressing climate change. The chapter informs the creation of effective climate policies by identifying the most efficient strategies that are used by the government for climate resilience. The chapter emphasizes that decentralized approaches and local solutions must be promoted to tackle short-term vulnerabilities with an eye for longer-term sustainability.
