This essay examines the past, present, and future of education policy related to talent development, with a particular focus on the federal Javits Act and emerging initiatives, such as the Advanced Coursework Equity (ACE) Act. It explores how federal, state, and local policies can promote more equitable access to advanced education through scalable reforms such as universal screening and automatic enrollment. Although progress may be slow, coordinated advocacy and strategic policy efforts have the potential to enhance opportunities for advanced learners across the country.
