Chapter 10: Strategic Insights for Transforming Haryana’s Health Sector: A Study Based on Secondary Data

This research paper examines the health infrastructure and health status of Haryana, presenting an analysis spanning the years 2000–2001 and 2020–2021. Two ‘Composite Health Indexes’ have been developed: one representing health infrastructure and the other reflecting health status. The study also evaluates the role of health expenditure and its impact on these two aspects. Secondary data were sourced from various editions of the Statistical Abstract published by the Government of Haryana and analysed using mathematical techniques (aggregates, normalisation and rankings), statistical methods (mean, standard deviation and range) and econometric approaches (correlation, principal component analysis, weight calculations and OLS regression). The findings reveal consistent year-on-year improvement in both health infrastructure and health status. Correlation analysis indicates a strong positive interdependence between public health expenditure, health infrastructure and health status while regression analysis confirms a significant impact of health expenditure on both indexes. The study acknowledges the limitation of insufficient secondary data. Nevertheless, its findings provide valuable insights for the Government of Haryana, guiding the formulation of health strategies and the allocation of resources to achieve Sustainable Development Goal 3: Good Health and Well-being.
