Abstract
This chapter aims to address two primary questions: (a) how to understand community resilience in complex disaster scenarios, such as cascading disasters, and (b) why it is necessary to examine the role of information and communication technologies (ICTs) in relation to community resilience. After a systematic review of existing conceptualizations of community resilience, this chapter identifies theoretical gaps within the current resilience scholarship, particularly regarding issues of vulnerability and equity associated with the utilization of ICTs. Focusing on the communicative dimension of resilience building, this chapter proposes a new definition of community resilience, highlighting the importance of hyperlocal and hybrid organizing practices.
