A reading of the various texts in our book suggests that the loyalties and engagement of public servants are being questioned by numerous recent challenges. These correspond mainly to the upheavals observed in recent years in the environment of political and administrative systems. In this sense, this book and the articles that comprise it echo the main pressures that public administrations have faced since the beginning of the 2020s.

In many ways, the chapters that make up our book provide fresh insights into the loyalties and engagement of public employees. They also provide ample justification for writing a new book on these issues. It has to be said that the environment in which public administrations operate has undergone major changes, particularly since 2020. These new challenges, discussed in the chapters of this book, impact public servants’ loyalty and work engagement. Therefore, it is necessary to understand these impacts so that public organizations can continue to attract, motivate, and retain the human resources (HR) they need to carry out their missions successfully in the future.
