Abstract
This chapter presents a case study of Hartford Public Schools’ efforts to merge culturally responsive practices with districtwide programming to support diverse students, particularly those with disabilities. Beth Duzy, a special education administrator, explores how foundational mindsets—respect, self‑determination, collaboration, and empowerment—drive systemic actions toward equity and inclusion. The chapter highlights initiatives such as the Parent Welcome Center, the Portrait of a Graduate framework, and person‑centered planning. It emphasizes the importance of effective communication, interagency collaboration, and trauma-informed practices in supporting students from marginalized backgrounds, including multilingual learners, refugee youth, and students returning from juvenile detention. Drawing on research and district experience, Duzy argues that culturally responsive leadership must be intentional, holistic, and rooted in community partnerships. The chapter offers a roadmap for districts seeking to align mindset with action to create sustainable, inclusive, and empowering educational environments.
