The last 20 years have witnessed a remarkable growth in the awareness of the international dimension in mathematics education. This book is being written 20 years after the first International Congress on Mathematics Education took place in Lyons, France, when nearly 1,000 participants from many countries came together and began seriously to try and understand each others’ approaches to issues in mathematics education. At that Congress there was apparently only one plenary address which considered research directly—Begle’s “The role of research in the improvement of mathematics education.” In that address he made the plea:
