Strengthening the social sector contributes to human development, which is concerned with the equality and well-being of people as the foundation of economic growth. Economic growth is the progression of a community along with the evolution of new and better methods of production and expanding of the level of output through the development of human skills (Singh, 1966). However, welfare nations like India use the maxim ‘development with justice’ as the cornerstone of their socio-economic policies. To accomplish this, poverty must be abolished and income must be redistributed to benefit the majority. To ensure inclusive growth, the government must make investments in the social sector.
