This chapter is devoted to the discussion of the construction of the quantitative tools for assessing the impact of China’s energy policies on its energy security status. It provides an insight into China’s energy security trends starting from the early period of reform which coincides with the beginning of Deng Xiaoping administration in 1980 and ending with the late period of Hu Jintao administration in 2010. To identify changing policy priorities in China’s Five-Year Plans (FYPs) of Economic and Social Development, the timeframe is divided into six periods according to the six FYPs: the Sixth to Eleventh FYP that were drawn up during the administrations of Deng Xiaoping, Jiang Zemin, and Hu Jintao. The key energy policies implemented and their effects on China’s energy security will be examined by using the 4-As evaluation framework.
