In 2000, the international community of nations, recognizing “education as a fundamental human right” . . . “agreed to the Millennium Development Goals, which acknowledged education as an indispensable means for people to realize their capabilities” (United Nations Educational, Scientific, and Cultural Organization [UNESCO], 2014, p. ii). When the original Millennium Development Goals were reviewed for accomplishment and next steps, the Open Working Group on Sustainable Development Goals (SDGs, released in July 2014), reiterated (a) “education is not only an end in itself but also a means to achieving a broad global development agenda” . . . [and] (b) “ways in which education can advance the proposed post- 2015 sustainable development goals” (UNESCO, 2014, p. 2).
