This chapter assesses the role of public policy in addressing financial barriers faced by ethnic minority-owned businesses (EMBs). It critiques the limited reach of general enterprise policies and argues for targeted approaches that recognize structural disadvantage. Recommendations include improved data collection, inclusive procurement strategies, minority-focused grant and loan schemes and culturally competent advisory services. The chapter draws attention to successful policy models in other contexts, advocating for Scotland to adopt evidence-based, equity-driven measures. It positions inclusive enterprise policy not as preferential treatment but as a corrective to systemic inequities. Ultimately, the chapter contends that without deliberate intervention, EMBs will remain under-supported, undermining both social cohesion and economic competitiveness.
