Purpose

The study aims to analyze and optimize the policy-driven mechanisms for the development of China’s wind power industry, to improve the industry’s resilience and competitive advantage, and to achieve the renewable energy transition and China’s carbon neutrality goals.

Design/methodology/approach

The study collects policy documents on the wind power industry issued by Chinese government departments at the provincial level and above during the period of 2011–2022, develops a framework model of policy content-policy effectiveness-organizational weight (CEW), and constructs an evaluation system of policy effectiveness and institutional weight. A fixed-effects regression model is used to evaluate the policy effectiveness of China’s wind power industry on a full-sample, region-by-region and scale-by-scale basis.

Findings

The study finds that strengthening the effectiveness of policies can help promote the expansion of China’s wind power industry. Policy tools are unevenly distributed, with a trend toward diversification among policy issuers. There are still shortcomings in inter-regional wind power cooperative trading policies.

Originality/value

The paper contributes to the literature on policy instruments in the wind power industry. Unlike previous qualitative studies, this paper builds a CEW framework based on a combination of overall and local perspectives. On this basis, it constructs an assessment model of policy effectiveness and institutional weight and incorporates quantitative data, thus enriching the relevant theoretical system.
