Recent experience in many conflict areas has shown that reconstruction and development assistance can be used to support peace initiatives before a final resolution to conflict is achieved. In itself, spot reconstruction will not bring about peace, but it can make a contribution towards reducing the scope of the conflict and provide much‐needed assistance to people who otherwise would be forced to leave their homes in search of relief and public welfare. Attempts to define spot reconstruction and outlines the key elements, prerequisites and guidelines for decision making when considering a spot reconstruction programme.
