In September 1998, as a contribution to the International Decade for Natural Disaster Reduction (IDNDR), the GeoForschungs-Zentrum Potsdam and the German Committee for the IDNDR hosted the "International IDNDR conference on early warning systems for the reduction of natural disasters".

Both of the Web sites above offer the findings and conclusions from that meeting, including two full text publications: Developmental Risk?, a booklet produced for the UK National Co-ordination Committee for the IDNDR, and Reports on Early Warning, a report covering many aspects of effective early warning for hydro-meteorological, fire, and technological hazards.
