Any final conclusions on this brief exposure to a cross‐section of Liverpool's educational provision must be accompanied by the rider that the present incumbents of the majority seats on the Corporation have only just been in power long enough for major policy changes to be felt. Indeed, it is a function of local education authorities to preserve the continuum of education regardless of change of political control. All that one can say is that change of control has produced a predictable uncertainty in the minds of school staff in particular and educational staff in general. It is certainly not true that change of political control has advanced or retarded education in Liverpool since last May. It may, however, be true that the secondary sector has been hampered since the war by two doctrinaire and divergent philosophies coupled with the Liverpool yo‐yo of changes in political control.
