No reader of this column during the past twelve months will be surprised by the news, now trickling through day after day, of the measures local authorities are taking to restrict expenditure on further education. The ATTI has started to issue a series of press releases about LEA decisions on estimates for the next financial year. Nobody who knows anything of the development of further education since the war can fail to feel a sense of anger about this. This is intensified for me by the irresponsible attitude of the Secretary of State to it; and I use this term not carelessly but quite literally.
