The MSC are to give priority to tackling literacy and numeracy problems among adults, which are thought to affect an estimated one in seven of the labour force — some three million people. The extent of the problem began to emerge with the introduction of the “Restart” initiative, which involves giving long‐term unemployed people individual counselling inteviews.
