The Central Training Council is not required to present a report annually: the Act requires the Council to report to the Minister ‘from time to time’. As the Council has now been in existence for eighteen months, it is halfway through its period of office. It sees the arrival at this halfway stage as an appropriate occasion for producing its first report.
