Signs are that the levy or the threat is beginning to bite. Many small and medium‐sized companies — and several large ones whose training activities are a disgrace to them and the nation — are at long last realising that the Industrial Training Act really is on the Statute Book and that real money is going to be extracted from them in order to expand industrial and commercial training throughout the country. Quite a few are now turning to training officers, training organisations, management consultants and teachers in technical institutions for help and are doing so in some bewilderment.
