A charter for co-operation has been signed by education ministers from France, Italy, Spain, Portugal, Austria, Finland, the Czech Republic and Romania.

The charter supports teacher exchanges and a system for the recognition of qualifications and study periods abroad. Also included is a virtual interactive library whereby, through the Internet, students in the various countries may gain access to texts, audio tapes and videos, and put in their own productions.
