The introduction of a European masters degree could stimulate the mobility of students and graduates, says Swedish education minister Thomas Ostros. He said the introduction of the degree should be optional and carried out at EU member state level. It would supplement, and not replace, national degrees. Mr Ostros said the European masters degree would be an important step towards fulfilling several objectives of the 1999 Bologna declaration, in which 29 countries promised to reform the structure of their higher education systems in a convergent way.
