The Engineering Industries Training Board has at least one claim to distinction: it is the first body I have known to produce a form which you cannot fill in unless you have attended two conferences to tell you how. The Board has thus ensured that firms must do a minimum of training — even the most recalcitrant must train someone to explain in a proper manner why they do no training.
