There are two main reasons why overseas students from the developing countries need particular help in obtaining practical training in Britain. First they, and their universities and colleges, find it harder to obtain training and have problems peculiar to themselves. Secondly, the developing countries are badly in need of trained people and cannot themselves provide sufficient practical training, even when they can supply the academic.
