During the past seven years in tertiary education upheaval has followed upheavel. The concept of the binary system has been developed and polytechnics established; regional management centres have been designated; the teacher sector has been thoroughly mauled about; confusion has been caused by the country's failure to resolve which sector of the education system should deal with the 16–19 year olds; and in the field of training there is unnecessary duplication and con sequent under‐utilisation of resources because of a lack of liaison between the Department of Education & Science and the Department of Employment.
