THE HISTORY of the County College is largely the history of the stillborn: sixteen years after the Butler Act, the Order in Council, which would make the County College part of the statutory system, is still awaited. If the Crowther Report is any guide a further sixteen years might elapse before the County College becomes law. This being so, it comes as a surprise to many to learn that experimental County College work has been in successful operation in Liverpool for the past fourteen years and that the city's first County College is six years old.
