In the summer of 1977 it became apparent that West Sussex school‐leavers were to suffer the indignity of completing their education without being able to find employment. Officers of the Manpower Services Commission were sufficiently conscious of the impending situation to develop a contingency plan to lessen the impact of this social tragedy, and to provide a programme of education and training which would improve the probability of such school‐leavers being accepted in the commercial world.
