When managers are asked to improve employee effectiveness, all too often their solution is to seek to enforce a tough line if the workers are in a weak bargaining position. Alternatively they may resort to exhortation, offer more pay, or recommend training. Invariably, however, the low productivity norm continues even when it is possible to enforce a tough line.
