This bulky Report published last year contains so many words that its merits may be overlooked by the hasty reader. It nevertheless deserves the attention of everyone interested in education and training, as well as action from those directly concerned with the teaching of mathematics. As Sir Derek Rayner, Mrs. Thatcher's adviser, once remarked: A good report is like an unposted letter; it is of no value until action is taken.
