There are features and characteristics of education in the Federal Republic of Germany which cannot directly be reproduced in England, but which strike informed English observers as having important messages. The report states that The Federal Republic's system sets out to provide qualifications for all its pupils. It is not wholly successful in this, but its achievements are impressive.
