IN three and a half pages of text, one of the shortest White Papers ever, the Government, finally recognising the sterility of the Carr Report, has set down its own proposals for the reform of industrial training. Why, one asks, has the document been produced in this very abbreviated form? Because, at this stage, the Ministry has been concerned to present a framework of the kind of powers which it considers to be necessary if it is to secure action. It sees action as the important thing and it regards the White Paper as a basis for discussion. It is true that there is lack of detail; this is not because there is wavering or uncertainty, but simply because the Ministry wishes to give informed opinion an opportunity of expressing itself on this framework before the final details are published, probably in July 1963, in the form of a Bill. It is important that there should be this interval and it reflects the Government's desire to give a strong lead without being dictatorial.
