The Queen's Speech opening the new Session of Parliament contained three references to education. In the first place, it declared that the Government would continue to develop higher education and that a Bill would be introduced to facilitate revision of the constitution of the older universities in Scotland and to provide for separate universities at St Andrews and Dundee.
