Some years ago, the Education Committee of a City Council sat deliberating its agenda. One item concerned the decision to increase the average size of classes in schools — although teachers were available‐so that the rates could be reduced. The matter was disposed of in one minute. The next 40 minutes were spent in debating the decision of a headmistress about a pupil's duffel coat.
