After the picketing and disturbance aroused by circular 10/65‐and the appearance of a focus of resistance at the St Andrews Headmasters' Conference‐the Secretary of State rests on the issue of comprehensive secondary education. How best to achieve this within the limits of present buildings is conveniently left to the local education authorities.
