In this phase of management ideology, the rôle of the personnel manager requires that he be steeped in the behavioural sciences, yet not too deeply lest he lose sight of the logics of cost and technology. As organizational analyst, he must discard the notion that he is the conscience of the firm stranded between management and labour, but rather he must think of himself as a staff officer whose responsibility to management can be summed up in the phrase ‘the organization's social scientist’.
