Local and regional authorities should facilitate the use of regional and minority languages in places where speakers of those languages live, according to the declaration which followed a conference organised by the EU, Council of Europe and Croatian government. "Linguistic Diversity: a Challenge for European Cities and Regions" concluded that local and regional authorities should promote programmes enabling immigrants to learn the language of the host country, but also foster knowledge of immigrant languages in host countries. The delegates called on the European Commission to strengthen its programmes which deal with language learning, and encouraged national governments to aim for all school pupils to learn at least two foreign languages.
