Framework agreements with Cyprus, Malta and TurkeyKeywords: Research, Development, Education,Training, Europe

The EU Council of Ministers has given the European Commission a mandate to negotiate "framework" agreements with Cyprus, Malta and Turkey for them to take part in EU research, development, education and training programmes. The three countries, which are candidates for EU membership, already take part in a number of EU programmes in these fields, but the framework agreements would simplify negotiations on the costs and conditions of participation.
