At a time of growing uncertainty and increased sudden disruptive events in the global context, this book addresses clearly and authoritatively a particularly important theme, namely the policy-makers' dilemma of how to design robust innovation policies which take account of the unpredictable and address more effectively the public good. It starts by providing a conceptual review outline of the actors (citizens, governments, firms and universities) and their respective roles in driving innovation by defining and responding to the social and cultural objectives of innovation. This sets a clear, overarching framework for structuring the discussion on the role of the different players and how these are evolving over time.

The role of innovation in the public sector, another theme of growing importance at a time of austerity and budget deficits, is addressed. The focus is on key aspects of public involvement and empowerment (role of ICT, networks, public-private cooperation), policy actions, governance and institutional aspects, outlining new directions in innovation design and policy.

The book provides key insights into how innovation policy theory and thinking has evolved in recent years. Key emerging themes addressed include demand-led innovation and user engagement, demographic change, skills, IPR and open innovation, microfinance, creative places, cultures and the risk society. For EU scholars, the links to developments at European level, are particularly useful, with an emphasis on the rise of the grand challenge approach, the role of public procurement, and actions to support innovative SMEs and public-private partnerships.

The book thus constitutes an excellent up-to-date reference work for national and EU innovation policy scholars. It will also be beneficial for those practitioners concerned with nurturing innovation more broadly through more forward-looking and robust policy design and implementation for enhanced public good.
