There is a growing awareness in Canada of the need for the precise knowledge found in reference and university libraries and of the importance of public libraries in all educational and recreational programmes. Our nation in the past, except for some notable examples of city library service and the work of its scholarly collections, has lagged behind other lands in the provision of universal library service. Now several Canadian provinces are considering library policies designed to ensure the most intelligent use of our country's human and material resources.
