The March 2002 RICS Policy Unit economic brief suggests that the economy is at a standstill but there are signs that it may have turned the corner. Commercial rental growth is weak but with improving prospects, residential rents are weak but house prices continue to rise. Construction activity in 2002 is likely to be characterised by a shift in growth from private to public work.
